The Science of HAARP originates with Nicoli Tesla and along with chemtrail aerosols, the High Frequency Active Auroral Research Program is probably the most well known of geoengineering tools. HAARP actually has many more capabilities than weather modification and the latest patents allegedly originated as earth penetrating tomography.  With that being said the Technologies are being used for much more.

In May 2014, the Air Force announced that the HAARP program would be shut down later in 2014 and experiments that summer. The complete shutdown and dismantling of the facility was postponed until at least May 2015.  In mid-August 2015 control of the facility and its equipment was given to the University of Alaska Fairbanks. The University states that it plans to make the facilities available for researchers on a pay-per-use basis.

Weather modification has been main stream science for decades.  and his theory on ELF waves heating the ionosphere and changing the jet steam indirectly.  The jet stream is what moves the earths water.  The most obvious of all the capabilities and functions of HAARP is the fact that the technology heats the atmosphere.

In the U.S., there are at least two other known ionospheric heating facilities: the HIPAS, near Fairbanks and the Arecibo Observatory in Puerto Rico.  There is an estimate of at least 20 world wide.

The European Incoherent Scatter Scientific Association (EISCAT) operates an ionospheric heating facility, capable of transmitting over 1 GW effective radiated power (ERP), near Tromsø, Norway.

Russia has the Sura Ionospheric Heating Facility, in Vasilsursk near Nizhniy Novgorod, capable of transmitting 190 MW ERP.

The Environmental Modification Convention (ENMOD), formally the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques is an international treaty prohibiting the military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects.  it was entered into force on 5 October 1978. The Convention on Biological Diversity of 2010 would also ban some forms of weather modification or geoengineering.

Article II

The term “environmental modification techniques” refers to any technique for changing — through the deliberate manipulation of natural processes — the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.

Understanding Relating to Article II
It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere.
